Because this is really bugging me

If a child or teenager is beat really badly and ends up in the hospital with possible brain damage and internal bleeding, and the nurse suspects (and then pretty much has it confirmed by the kid) that he's being abused by his caretaker? She is not going to leave the number for child services and suggest that the child call it because she can see his younger brother is also being abused and it'd be best for them. She's going to call child services because it's required by law to do so.

Does the author think gee, if they'd only had that number to start with they might not have ended up in the hospital?
