Back in World War 2, when everyone smoked, would a solider have been allowed to smoke during training?

If you mean smoke while at the base during basic traing? Yes. back then the soldiers were actually issued cigarettes along with their rations as a way to boost morale. but they weren't allowed to smoke during training sessions or while on guard duty & stuff. My grandad was in ww2 & he use to talk about them getting issued free cigarettes he blamed that for his addiction.

Do you mean Basic Training/Boot Camp? Yes, but he'd have a very limited budget for cigarettes and might have them rationed or taken away as a punishment.
