I never noticed that Dr. Garner had Ryan hooked up to a green IV and then injected him with some kind of green fluid. Was he experiementing with kryptonite before Lionel/Lex, or did I miss something?

Garner was using kryptonite-based liquid. It's confirmed in Memoria. It never says how he got it, though. I think I remember in Delete that Mercy Graves M.G-whatshertits was in SV during the meteorite shower, which is what gave her her powers. She was a patient of Garner's. It's only to assume that Garner put 2 + 2 together with his 'patients' and figured out the meteorites were a connecting key.

Lionel was not funding Garner. In Memoria, the "donation" came after Clark went to Lionel.
